What was once an activity confined to physical casinos or other specific in-person venues is now accessible from any smartphone, 24 hours a day. And that’s been the truth in Maine since online sports betting became legal in late 2023, fundamentally changing the way residents engage with gambling. While regulation was intended to bring a pre-existing black market into the light, recent data points to an increase in problem gambling since online sports betting became legal in Maine.
The ease of access has created a new wave of societal impacts, mainly gambling-related harms. Mobile betting allows individuals to engage in high-stakes activity while sitting on the couch with family or at work, at times without anyone noticing until it’s too late, after the financial or emotional damage has taken its toll.
Recent increases in Problem Gambling outreach in Maine
The most striking evidence of this shift is found in the state’s gambling helpline data. For years leading up to legalization, the number of individuals calling for gambling help and successfully connecting with services remained relatively flat. However, following the introduction of mobile platforms, the numbers took an upward turn.
In 2024, the number of successful service connections rose 36% in just twelve months. This trend continued into 2025 with another 23% jump. Prior to legal mobile betting, around 85 individuals a year called for gambling help. Now, that number is closer to 145.
And these numbers are likely just the tip of the iceberg, as many individuals struggling with behavioral addictions either wait years before reaching out for professional support, or never reach out at all.
What’s particularly concerning is how betting apps have sunk psychological hooks in younger demographics who are more susceptible. According to the 2025 Maine Integrated Youth Health Survey, 3.9% of high school students reported that gambling led to financial issues or problems at home and school, which marks a 30% increase from just two years prior.
History of gambling, sports betting and online casino legalization in Maine
Maine Sports Betting
The path to legal sports betting in Maine was defined by long-running legislative debate and tribal advocacy. In 2022, Governor Janet Mills signed a bill that granted the state’s four federally recognized tribes (Penobscot, Passamaquoddy, Micmac and Maliseet) exclusive rights to the online sports betting market.
After a lengthy period of rule-making and regulatory preparation, the first mobile platforms went live in November 2023. While the move was celebrated as a victory for tribal sovereignty and a new source of state tax revenue, it also removed barriers to betting that had historically acted as necessary friction for those prone to compulsive behavior.
Maine Online Casino
Despite the concerning increases in gambling help outreach since the launch of online sports betting in the state, Maine residents will soon be able to play casino games online too. In January 2026, Gov. Janet Mills allowed LD 1164 to pass, meaning online casinos will officially become legal in Maine in July 2026, making the state the eighth to authorize state-regulated iGaming.
Maine online casinos will need additional time to launch, though, with officials aiming for them to go live by early 2027. Using a tribal partnership model, each Maine tribe may team up with a third-party operator to launch a mobile online casino platform once regulations are finalized.
In the meantime, Maine’s physical gambling options remain centered on its two licensed casinos in Oxford and Bangor, alongside tribal-run bingo and charitable gaming.
With an estimated 200,000 Mainers having a gambling addiction, there are concerns about the impacts of having slot machines and casino table games available online at the tip of residents’ fingers 24/7 from the comfort of their homes.
